Timothy L. Beard, Ph.D., CRC, BMC,
President, Pasco-Hernando State College

 Dr. Timothy Beard’s professional profile epitomizes an individual who has maximized his potential in education and community service.  A native of Port St. Joe, FL, and an honor graduate of Port St. Joe High School, Dr. Beard matriculated into Florida A&M University in 1980.

A possessor of undergraduate degrees from Florida A&M University and Florida State University, Dr. Beard obtained a Ph.D. from Florida State University in 1998 in Rehabilitation Counseling with an emphasis in Higher Education Administration. Dr. Beard has also studied at the Christian International Educational Institute in Northwest Florida.

Dr. Beard began his illustrious secular career in secondary education in 1984 with Leon County Schools as an Instructional Assistant. As a graduate student at Florida State University from 1985-1987, Dr. Beard served in the role as a Career Advisor and Analyst. From 1987-1989, he was employed as a Disability Analyst with the Office of Disability Determinations in Tallahassee.  He returned to Higher Education at Florida A&M University in 1989 as an Assistant Director of the Career Center. From 1990-99, Dr. Beard worked at the joint FAMU-FSU College of Engineering in several capacities, including: Director of Career Services, Director of Instructional Research, Director of Minority Student Affairs, Instructor, and Director of Graduate Student Services.

In 1999, Dr. Beard was appointed Assistant Professor of Health Care Management and Director of Student Affairs in the School of Allied Health Sciences at FAMU.  In 2001, he was acknowledged by his colleagues at FAMU, President Frederick Humphries, and the University’s administration as “Teacher of the Year.” In 2000, Dr. Beard was appointed by Governor Jeb Bush to serve on the State Board of Independent Colleges and Universities, which he served to provide oversight to more than 300 Florida and foreign private colleges and universities.

Dr. Beard’s career catapulted to a new level in 2003 when he was appointed the first African American senior administrator in the history of the University of South Alabama in Mobile. At the University of South Alabama, in his historical appointment, he served in the capacity of Dean and Vice-President of Student Affairs from 2003-2007. Dr.  Beard served as the Vice-President of Student Development and Enrollment Management at Pasco-Hernando Community College (PHCC), now Pasco Hernando State College (PHSC) from 2007-2015.  Under his leadership at PHSC, the College’s enrollment increased more than 40 percent. Additionally, Dr. Beard has developed several PHSC programs that have been acknowledged by the Association of Florida Colleges as “Exemplary Best Practices.” Dr. Beard reached the pinnacle of his career when he was selected by the Pasco Hernando State College Board of Trustees to become the College’s fourth president in March ,2015.

Dr. Beard’s professional associations and community involvement include service on numerous boards and advisory councils in several Florida cities, including Tampa, Ocala, Gainesville, Brooksville, Spring Hill, and New Port Richey. His board and council appointments include the Florida College System Council of Presidents (Vice-Chair 2022, Chair 2023), the Impact Center Board of Directors (Vice-President) Tampa, Enduring Faith Ministries Board of Directors -Gainesville, Pasco-Hernando Work Force Board, the Pasco Economic Development Council, State of Florida Credential Review Committee.

For nearly 37 years, Dr. Beard has been married to Wendy Beard, who possesses a Bachelor and Master of Science Degree from Florida State University. She is currently employed with Hernando County Schools. Dr. and Mrs. Beard are the parents of two daughters, both former Valedictorians of Spring Hill Christian Academy and Dual enrollment students at Pasco-Hernando State College, Dr. Briana Beard Belle and Sierra Nicole Beard. Briana received her Doctor of Pharmacy Degree from Florida A&M University in May of 2019 and is currently a license and practicing Pharmacist with Humana Healthcare in Tampa, FL. Sierra is a 2020 Florida A&M University Health Care Management graduate. She obtained a Master of Science Degree in Public Health from the University of Georgia in August of 2022 and is employed with BayCare Health Systems located in Pasco County.
