Rulee Shultz brings more than 20 years of leadership experience in human resources, safety, workforce development, and operational excellence to the FloridaMakes team. Her diverse background in manufacturing, transportation, logistics, and organizational leadership equips Florida manufacturers with practical strategies to strengthen their workforce, improve performance, and drive sustainable growth.

Throughout her career, Rulee has partnered with organizations to develop talent pipelines, enhance workplace safety, improve employee engagement, streamline operations, and build high-performing cultures. Her expertise spans workforce planning, leadership development, employee relations, compliance, Lean Six Sigma methodologies, risk management, and organizational transformation.

Rulee has held senior leadership roles, including Head of Human Resources and Safety, and has served as a strategic advisor to executive leadership teams. Her ability to connect people, processes, and business objectives enables manufacturers to address workforce challenges while improving operational effectiveness and long-term competitiveness.

A United States Air Force veteran, Rulee is a SHRM Certified Professional (SHRM-CP), Lean Six Sigma Black Belt, OSHA-30 certified professional, CPR/First Aid Instructor Trainer, author, and community leader. She holds a Bachelor of Business Administration degree and a Master of Science in Human Resource Management and Organizational Leadership Development from Western Governors University.

Passionate about helping Florida manufacturers thrive, Rulee is committed to advancing workforce innovation, leadership excellence, and sustainable business growth.

Shean Hylton is a Client Executive at YourMedPlan, where he specializes in helping small businesses across the country navigate health benefits — educating owners on solutions that work for their business and their team.

Before entering the insurance industry, Shean spent over 20 years as a business owner — most notably as the founder of Allpro Printing and Direct Mail. That experience gives him a perspective most advisors don’t have. He knows what it feels like when a renewal lands on your desk, when costs climb faster than revenue, and when you’re trying to do right by your employees without breaking the budget.

With over six years in the insurance industry, Shean brings a peer-level approach to every conversation — one that’s rooted in education, not salesmanship.

Director of Economic Growth Pasco County Organization Leader with a demonstrated history of working in the government administration industry. Skilled in Land Development, Urban Planning, Economic Development, Transportation Planning, and Zoning. Strong program and project management professional with a Master of City and Regional Planning from Bloustein School of Planning and Public Policy at Rutgers University.
